I'm meeting Tom tomorrow. のように、現在進行形は「手配済みの予定」を表せます。be going to が「つもり」なら、進行形は「もう動き出している約束」。手帳に書いてある予定、と覚えてください。
I'm meeting Tom tomorrow. The present continuous handles arranged plans — things with a time, a place, another person involved. If be going to is intention, the continuous is an arrangement already in motion. If it's in your calendar, this is your tense.

進行形の未来は「すでに具体化した予定」専用です。相手と約束した、チケットを取った、時間が決まっている。だから聞き手には「動かしにくい予定」として伝わります。まだ頭の中の「つもり」段階なら be going to。手帳に書けるかどうか、で選べます。
The continuous future is reserved for plans that have taken shape: the other person knows, the ticket is bought, the time is set. Listeners hear it as hard to move. If it's still just an intention in your head, that's be going to. Ask yourself: could I write it in my calendar?

I'm meeting Tom.
約束済み。トムも知っている。 Arranged — Tom knows.
I'm meeting Tom tomorrow — we're trying that new ramen place.
明日トムと会うんだ。例の新しいラーメン屋に行く。
I'm going to meet Tom.
会うつもり(トムはまだ知らないかもしれない)。 An intention — Tom may not know yet.
I'm going to meet Tom and apologize.

よくある間違い Common Mistake
I meet Tom tomorrow.
明日トムと会う。(個人の予定のつもりで)

主節では、単純現在の未来は時刻表・公式スケジュール専用です(The train leaves at nine. / The movie starts at eight.)。個人の予定を単純現在で言うと不自然に響きます。進行形を使ってください(なお when/if の節の中の現在形は別ルール=時の副詞節の項)。
In a main clause, the simple-present future is reserved for timetables and official schedules: The train leaves at nine. For personal plans it sounds off — use the continuous. (The present tense inside when/if clauses is a different rule; see the time-clauses entry.)
- What are you doing tonight? 今夜の予定は? 予定を聞く=相手の手帳をのぞく質問。だから進行形。 You're peeking at someone's calendar — so the continuous.
- I'm coming! 今行く! もう動き出している(または動き出す寸前)。 Already in motion — or one second from it.
- We're getting married. 私たち、結婚します。 人生最大級の「手配済み」報告。 The ultimate it's-arranged announcement.
- The train leaves at nine. 電車は9時発。 これは進行形でなく単純現在。時刻表の未来はこの型、とセットで覚える。 Not continuous — simple present. Timetable futures use this pattern; learn the pair together.
