「行ったことがある」「見たことがある」は現在完了で。Have you ever …? で経験を聞き、I've been to … で「行ったことがある」。ポイントは、これが「今までの人生」という今につながる期間の話だ、ということです。
For "I've done that before," English uses the present perfect: Have you ever …? to ask, I've been to … for places. The key idea: you're talking about life up to now — a period that ends in the present.

よくある間違い / Common Mistake
×I have ever seen this movie.

経験の有無を尋ねる ever は、疑問文・否定文・最上級の文(それに if you ever need anything のような if 節)で使う言葉です。ふつうの肯定の平叙文で「今までに〜したことがある」と言うときは、before を使うか、何も付けません。ただし than ever(かつてないほど)、ever since(それ以来ずっと)、the first time I had ever …(初めて〜した)といった決まった型では、肯定の平叙文にも ever が立ちます。これらは「経験があるか」を問う ever とは別の顔なので、型ごと覚えてください。
The ever that asks about experience belongs in questions, negatives, superlatives, and if-clauses like if you ever need anything. For a plain positive statement of "I have done it," use before or nothing at all. Fixed patterns are the exception: than ever, ever since, the first time I had ever … all take ever in positive statements. That is a different ever, so learn those patterns whole.

the best ... I've ever ...今までで最高の…最上級+ ever =「人生の全範囲で1位」。最上級の the の理屈ともつながる。Superlative + ever = number one across your whole life. It links up with the superlative the.
never in my life生まれてこのかた一度もnever の「ゼロ回」を、人生の全範囲で強調した形。Never's zero count, stamped across your entire life.
How many times have you ...?何回〜したことある?「今までの合計回数」を数える質問。期間が今まで届いているから現在完了。You're totaling up to now — the period reaches the present, so the perfect.
