to do しか取らない動詞は、意味がぜんぶ「未来向き」です: want(欲しい)・hope(願う)・plan(計画する)・decide(決める)・promise(約束する)・expect(見込む)・agree(同意する)・offer(申し出る)・refuse(断る)・learn(学ぶ)。リストではなく「未来を見る動詞クラブ」として覚えてください。
The to-only verbs all share one meaning trait: they look forward. Want, hope, plan, decide, promise, expect, agree, offer, refuse, learn. Don't memorize a list — join them up as the forward-looking club.
Run the membership test on wanting, hoping, deciding, promising, refusing: every one of them talks about an act that hasn't happened yet. Hence the arrow partner, to. If enjoy applied to join, you'd redirect it — "you handle existing things; the -ing club is next door." That door check replaces the flashcard list.

want / hope / plan 型
願望・計画。未来向きの本丸。Desire and planning — the club's core.

promise / agree / offer / refuse 型
約束・合意・申し出・拒否——相手と交わす未来。Promising, agreeing, offering, refusing — futures exchanged with others.
What you want hasn't happened yet, so the thing-form -ing clashes with the picture. Never hand an -ing to a forward-looking verb — once the logic is installed, this shape should feel wrong before you finish typing it.
I was hoping to ...〜できればと思っていたのですがhope to の過去進行形=二重の距離で、頼みごとの丁寧な前置きに。Hope to at double distance — the polite request opener.
can't afford to ...〜する余裕はないafford(余裕がある)も未来向きクラブ。can't afford to lose(負けられない)。Afford is a club member too: can't afford to lose.
learn to drive運転を習う(できるようになる)learn to do =「できる状態」という未来への矢印。Learning aims at a future ability — the arrow again.
offer to help手伝いを申し出る申し出=これからやってもいい、の宣言。An offer declares a future you're willing to supply.
