I saw him cross the street: you watched the whole crossing, start to finish. I saw him crossing the street: you caught him mid-crossing, one frame. With perception verbs — see, hear, watch, notice — the bare form streams the full clip; the -ing catches a moment of it.

原形(see him cross)は出来事をまるごとひとつの完結した単位として目撃した、という報告。-ing(see him crossing)は進行中の場面に目が触れた、という報告です。だから「爆発音を聞いた」のような一瞬の出来事は原形が自然(I heard something explode.)、「誰かが歌っているのが聞こえていた」のような継続の背景は -ing(I heard someone singing.)が自然、という住み分けになります。
The bare form (see him cross) reports witnessing the event as one complete unit. The -ing (see him crossing) reports your eyes landing on it in progress. So instantaneous events lean bare — I heard something explode — while ongoing background leans -ing: I heard someone singing.

よくある間違い / Common Mistake
×I saw him to cross the street.
彼が通りを渡るのを見た。(のつもりで)
○I saw him cross the street.
彼が通りを渡るのを見た。
知覚動詞の後ろに to は入りません(使役の make/let/have と同じ「直接系」)。目撃と行為のあいだに矢印の距離がない、と考えると理屈がつながります。なお see・hear の原形型に限り、受動態では to が復活します(He was seen to cross the street.——かなり改まった書き言葉)。-ing 型の受動はそのまま -ing です(He was seen crossing ...)。
Perception verbs take no to: like make, let, and have, they're direct-contact verbs, with no arrow's distance between the seeing and the deed. In the passive, the to returns only for the bare-form type of see and hear (He was seen to cross the street — quite formal, report-flavored); the -ing type keeps its -ing: He was seen crossing …
catch someone -ing〜している現場を押さえる「現行犯」専門の知覚系。原形は取らない。The in-the-act specialist — never takes the bare form.
hear someone say ...〜と言うのを聞く発言まるごと=原形。I heard him say sorry.(謝るのを聞いた)The whole utterance — bare form: I heard him say sorry.
watch ... unfold〜が展開するのを見守るニュース・実況の定番。事態の推移をまるごと視聴する原形。News language — streaming the whole development, bare.
