Too flags an amount past the limit: a problem. So is neutral intensity. The soup is so hot — an observation; too hot — undrinkable. Use too in a compliment and you've filed a complaint. The too … to do pattern ("too X to do Y") grows straight out of this.

too は「限度超え=問題あり」のサインなので、ほめの基本形は so です。ただし例外が2種あります: You're too kind.(ご親切に、恐縮です)のような定型の恐縮表現と、This is too good!(うますぎでしょ!)のような冗談めかした誇張ボメ。どちらも文脈が「問題ではない」ことを補う用法で、まずは so で褒める型を身につけるのが安全です。
Too signals a problem, so the default compliment runs on so. Two exceptions exist: fixed graciousness like You're too kind, and playful over-the-top praise — This is too good! — where grins and context cancel the trouble reading. Build your habit on so first; the exceptions can come later.
